Am I understanding this right? If you used a portable app, could you install say "Photo Shop" and be able to take that with you & use it from different computers?
That is almost correct. The application has to be packaged specially to run as a portable app. Packaging software to run portably is not for the faint of heart. You either have to develop the software for this purpose or you have to use another application to "virtualize" the non-portable application. One example of this software is VMware's ThinApp.
